FRYSA Regulations

Fall River Youth Soccer Association follows a Zero Tolerance Policy for assault and abuse. In addition, FRYSA will not condone game misconduct, including:

  • Negative comments directed towards any player
  • Spectators instructing players on the field
  • Negative comments directed towards a referee or coach

Fall River Youth Soccer Association believes we should simply, “Let the kids play!”

Refs Officiate.
Coaches Coach.
Parents Cheer.

It is that simple.

Referee Zero Tolerance

All people responsible for a team and all spectators shall support the referee. Failure to do so will undermine the referee’s authority and has the potential of creating a hostile environment for players, coaches, referees and all the other participants and spectators.

No one is to address a referee during the game except as allowed below:

Coaches, Team Managers and Players

During the game:

  • May respond to a referee initiating a communication
  • Making substitutions
  • May point out emergencies or safety issues

At halftime or at the end of the game:

  • May ask a referee to explain a rule(s) in a polite and constructive way
  • May give polite and friendly feedback to the referee
  • Absolutely no sarcasm, harassment or intimidation is allowed in any conversation with the referee

Penalties:

  • 1st Minor Infraction: Referee should ignore
  • 1st Serious Infraction: Caution or ejection depending on the seriousness of the infraction (FIFA)
  • 2nd Minor Infraction: A verbal warning
  • 3rd Infraction: Caution
  • 4th Infraction: Ejection

Parents and Spectators

During the Game:

  • May respond to a referee initiating a communication
  • May point out emergencies or safety issues

Penalties:

  • 1st Infraction: The referee should stop the game and ask the coach to quiet the offending spectator.
  • 2nd Infraction: A verbal warning; the referee should stop the game and ask the coach to warn the spectator that the next infraction will be an ejection or the referee will abandon the game.*
  • 3rd Infraction: The referee should instruct the coach to direct the spectator to leave the field. The referee should abandon the game if the spectator does not leave the field.*

Reporting Procedures
Referees shall report assault or abuse in accordance with USSF Rule 3042.

A person reporting assault, abuse or game misconduct shall transmit a written report of the alleged incident within 48 hours of the incident to the President of FRYSA.

Assault, abuse and misconduct are serious matters involving the league and the organizations to which we belong – SCSL, MYSA USSF and US Youth Soccer.
