Inter-League Agreement and Rules

                            

NO LOCAL LEAGUE RULES APPLY TO INTERLOCK GAMES,

NO TOURNAMENT RULES APPLY TO INTERLOCK OR REGULAR SEASON GAMES.

**15 year olds cannot pitch in Junior Interlock games

Continuous batting order will apply to all District 13 Interlock games.

Designated Hitter ONLY applies to Senior divisions.


The official rules of play shall be found in the current year’s Little League Baseball and Softball Official Regulations and Playing Rulebooks. These rules are amended by the following local Ground Rules for District 13 interleague play, in accordance with Rule 3.13

Official Scorebook (and pitch count for Baseball) will be kept. Please track your baseball pitching for your team on the game pitch count sheet and carry with you at all times.

All baseball teams will keep track of pitch counts for their pitchers and record eligibility on the form at the end of these ground rules. This form should be provided by the manager to the official scorekeeper at their next game. If a team is unable to provide their pitching form at the plate meeting, the team manager will be giving a warning and it will be reported to that league’s president and the District Administrator. If the manager/coach does not provide a pitching log at the next game after that (interlock or own park), the manager/coach will be suspended from participation in that game, they shall leave the park immediately and take no further part in that game. They may not sit in the stands and may not be recalled.

Pitch count applies by age so league age 8 and up (yes, coach pitch, too!) will keep pitch counts.

Mandatory Play REGULAR season – all divisions EXCEPT SENIORS. Regulation IV- The Players

            Every rostered player present at the start of the game will participate in each game for a minimum of six (6) defensive outs and bat at least one (1) time. For the purpose of this rule, “six (6) defensive outs” is defined as: A player enters the field in one of 9 defensive positions when his/her team is on defense and occupies such position while six outs are made; “bat at least one (1) time” is defined as: a player enters the batter’s box with no count and completes that time at bat by being retired, retired as a batter-runner, scores, reaches base safely, or, after reaching base safely, the inning or game ends. A courtesy runner cannot be used until a player has met the mandatory at-bat rule.

Courtesy runner for catcher / pitcher is permitted when there are 2 outs per rule 7.14(b), AND the mandatory play rule above has been met. Will be the last player out.

5-RUN RULE

In Minor Baseball & Softball (Minor Division includes player pitch and Coach pitch), there will be 5-runs or 3-outs per inning limit, whichever comes first (per LLB Rule 2.00 Definition of “Inning”). If the last inning starts before the time limit is reached, the inning must be completed.

Games may be started / continue with 8 players per rules 1.01, 4.04, 4.16, and 4.17.

Games started with 9 players that drop to 8 due to injury or illness will skip the vacated spot in the batting order with no penalty.

Games started with 8 players, or games that drop to 8 due to the early departure of a player will be called an out when the 9th player’s spot comes to bat

Time Limits:

Junior and Senior divisions shall play a minimum of 2 hours.

All other divisions shall play a minimum of 1 hour 45 minutes.

Coach pitch will play 1 hr 30 mins

***Any inning started before the time limit is reached shall be completed.

No new inning shall be started after the time limit has been reached.***



The host league MUST keep an official scorebook for the interlock game. These scorebooks must be available for the end of the season for validation for Allstar qualification. It is very strongly recommended each team keep their own book when interlocking!!!

 

 

 

 

 

 

Coach Pitch Rules

1.Continuous batting is in effect for ALL teams. Defensive substitutions can be made freely; however, no player shall sit for more than 2 consecutive innings unless injured or disciplined. This must be announced prior to the start of the game.

**2.Six to Eight year old ‘s can pitch max 50 pitches in a day and rest rules per rule book apply. Inning count rules apply to Softball.

3. At the time of the pitch, ALL outfielders must be positioned on the outfield grass.

4. In ALL innings, the teams will change sides after 3 outs or 5 Runs, whichever

comes first.

5.  A team may play with less than 9 players, but it must have at least 8 defensive players with

a complete infield.

6. Four (4) outfielders are permitted if the opposing team can match, but not mandated (

provides more playing time for the players). Again, at the time of the pitch, all outfielders must be positioned on the outfield grass and not in the rover position.

7. The coaches are to be developing pitchers at this level; therefore, the first 3 pitches will be

delivered by a defensive player pitcher. Coaches will NOT encourage their players to “just wait until the coach pitches.” After the initial 3 pitches from the player, the coach will then pitch to his/her own team. In coach pitch, the defensive pitcher must stand to the side of the pitching plate with one foot within 4 feet of the pitching plate. The coach must pitch from the pitching rubber.  Pitchers can pitch from the 35 foot pitching plate(SB) or the base of the mound/35 feet (BB).

8. A player is out on strike 3 or 6 pitches, whichever comes first. Exception, if the 6th or more pitch is fouled off, 1 more pitch will be delivered until a ball is put in play or a batter strikes out.

9. Bunting and stealing are NOT permitted

10. The play is over (ball is dead) when the ball is returned to, and in the possession of, the

pitcher on or near the pitching plate within the circle (softball) or the clay of the mound (baseball).

11. Halfway rule will apply for baserunners once the ball is called dead. If less than halfway, the runner must return to prior base. If more than halfway, runner will be allowed to advance.

12. If a play is being made on a runner and there is an overthrow, runners

will only be given one (1) base. If an overthrow is made returning the ball back to the pitcher, only one (1) base will be given but only up to advancing to third base. Halfway rule will apply. Baserunners can score on an overthrow at third base as long as they have only been given one base.

13. 10 run rule will apply after 3rd inning.

14. No new inning will begin after 1 hr 30 min time limit is reached. If inning already started, the rest of the inning will finish (ie home team gets to bat unless run rule is in play).

15. There will be NO OPEN INNINGS WITH THE 1 HR 30MIN TIME LIMIT.

15. There will be no infield fly rule.

16. There will be no walking unless a batter is hit by a player/coach thrown pitch.

17. No more than 3 coaches may represent players while on defense. Team mom or 4th coach may sit in the dugout. One defensive coach behind the plate to assist with passed balls and catcher only instruction. Two on opposite sides of the outfield to assist with infield/outfield player instruction.

18. No more than 3 coaches may represent players while on offense. 2 coaches at respective bases, 1 coach in infield behind the pitcher to assist with pitching. Team mom or 4th coach may sit in dugout.
