6 inngs 1 hour and 30 minutes game time limit for 10u and 12u
7 innings 1 hour and 45 minutes for 14u/16u
(once time expires no new inning may start. The next inning starts immediately following a third out)
10u run limit per inning is 5 runs Local Rule
12u and 14u run limit is 7 runs Local Rule

Pitching Rules: We use a pitch count. Pitching Threshold as Follow
1-20 pitches in a day, requires 0 days rest and Pitcher may Pitch the next day
(No Pitcher can pitch 3 consecutive days)
21-35 pitches in a day, requires 1 days rest
36-50 pitches in a day, requires 2 days rest
51-65 pitches in a day, requires 3 days rest
66 or more pitches in a day, requires 4 days rest
Daily maxim Pitches - 75 pitches
NOTE: A pitcher can finish a batter once an above threshold is met and not count against them. Example: Pitcher has 18 pitches, new batter receives pitch 19- 24 and the following occurs, reaches base, put out, third out is made, or Pitcher is removed the pitcher is still to follow the 1-20 threshold. Page 61 Reg VI - Pitchers c. Exception

Balk- Rule 2.00 Definitions - Is NOT called in 10u Minors and 12u Majors
Courtesy Runner- Rule 3.00 Game Preliminaries p(108) Used for Local League only, When two outs the last player put out can return to run for Pitcher or Catcher, but same player can not be used for both.
Infield Fly is not called in 10u. 12u infield fly is in effect at Umpire discretion
Run Rule- 4.00 Starting/Ending the Game (4.10 e.) 15 after 3, 10 after 4

Leading OFF- NOT permitted until 14 u
Stealing - May occur once the pitched ball reaches the batter
All base advancements must stop once the pitcher has put one foot on the mound ( mounds are different sizes, does not matter one foot)
10u may only advance one base at a time when STEALING. (local league rule) allows catcher to develop throwing down to base at no risk. Overthrow from fielder to Basemen is free running until pitcher controls ball with one foot on the mound.
12u May advance on stealing as much as they want at their own risk.
Catching- Pitching- A catcher can catch 3 full innings and pitch but if they catch 1 pitch in the 4th inning they are ineligible to pitch in the rest of the game, Once Breaking the 40 pitch threshold player may not catch. (p61)
Runners can NOT dive head first to steal bases, but may lunge back to bases hands first on pick off attempts. Running back and then diving is not permitted.
There is no “ must slide rule”. It is encouraged to slide.
Runner shall not lead with a shoulder when advancing.
Fielder Shall not lead with a shoulder when making a tag.
14u may dive head first
10u drop third strike is an OUT
12u drop third strike is LIVE (IF batters step into dugout, they are out. Runners coming from 3rd base side must reestablish baseline at home plate)

Local League Tournament PITCHING Rules
Due to time constraints the Mo West Board has decided to up the Pitch Limits
We want to keep the quality of Pitching up on the backside of the tournament, therefore keeping the quality of play up. We also want coaches to still show their ability to manage pitching due to that is a big factor when it comes to District Tournament time.
Pitching Thresholds are as follows
1-37 Pitches No rest required.
38-50 Pitches 1 day rest required
51+ 2 day rest requires ( which shuts them down for the tournament, unless rain moves games back and kid meets required rest requirements
Reach Max Pitching Limits 4 days rest is required
Under No Circumstance a Pitcher can Pitch 3 consecutive days. They can Pitch two days consecutively but not 3 consecutive days.
Max Pitches per day:
10u 75
12u 85
14u 95
Catching/Pitching thresholds still apply according to the book.
40 pitch threshold for a pitch to be eligible to Catch for the DAY
Once a kid has caught 1 pitch into their 4th inning of the game they are no longer eligible to Pitch. So in other words a kid can catch 3 full innings and still be eligible to Pitch
