Approval of previous meeting minutes – all approved
Registration
· Clarification on ages for softball divisions
As of now, softball divisions will stay CP ages 6-8, Minors 9-11, Jrs 12+. If the numbers allow, a Majors division will be created.
Uniforms – pricing? – still waiting on quotes and samples. Helene should have them by next meeting.
Equipment
· Request for more than 8 balls for practice
o John will get pricing for a bucket of balls.
o Kris will see if Aviators can donate old game balls
o Pettingills will check with P.G. out of Vegas on the cost of used tournament game balls.
o League will provide a bucket of balls on a “as needed’ basis. High cost if coaches will not be returning the practice balls.
· Request for hitting net for upper divisions – will revisit the need at the start of the season.
· Pitching mats – no need at this time.
Coaches
Discussed coach requests
o Marci motioned to have communication with coaches through MVLL email address. Helene 2nd. 10 yay, 1 nay – approved.
o Majors coaches' approvals
Umpires –
o SNOA training is held every Saturday in February. The league will look into cost to send umpires.
o Board approval to offer Umpire Trainer a 50% scholarship on registration fees if SNOA trainings attended and if training provided to MVLL umpires.

o Gary mentioned a coach from Mesquite is SNOA trained, and she could be an option to train umpires.
Background checks – board completed, still need Sheree
Pitch, Hit & Run – Kacey
· Will consider doing this for opening day. – see attached for more information.
Interleague with Pahranagat Valley – Kacey
· Once softball schedule is finalized, interleague games will be scheduled.
Bylaws rules discrepancies
· Gary brought up the 5/8 run rule and it was discussed this was still left up to interpretation.
o Marci motioned, 2nd Kris to change bylaws and run rule to: only 5 runs will be allowed per ½ inning. The new run rule will apply to: Minors baseball, Minors/Majors Softball.
· Gary, John and Nancy will review the softball rules and create rules that follow with the standard little league rules. The new rules will be brought to the board for approval at the next meeting.
· John and Gary will provide rules for the bylaws to include Majors Softball.

Go over roles and responsibilities in the By-laws – no changes need to be made.
Registration questions (Jen)
· Previous years softball had divisions go by grade and not age. This year all divisions baseball and softball will follow age guidelines. BB and SB will be broken down by age the same for each division.
· Due to coaching changes Juniors softball will redraft teams.
· Items to be updated or added to the website for registration
o Interest for 2025 fall ball question
o Authorization for social media release
o Uniforms will ask shoe size for socks
o Behavior acknowledgment
o Removing the check payment option, possible add Zelle as a payment option.
o Jen will look into using a 2-payment plan option
o Late fee is incur starting 1/12/25
o $10 sibling will apply until 7 additional siblings and will not expire
o Full refund -3% credit card service fee available until 1/14/25
o No refunds will be issued beginning 1/15/25
o Special requests will be removed
o Uniform will not be given to players until balances are paid in full
Approve flyer for 2025 season registration information (Kacey) - ALL APPROVED
Using Square for payment to umpires and concession stand help. (Marci/Sheree)
· Umpires and concession help will use the system to “clock-in and out” for shifts.
· All tipped volunteers will need to have a bank account to receive direct deposits for any money owed to relieve the need to write checks.
Umpire Training updates (Nancy)
· SNOA will not come out to MV to train any umpires, but they offered a zoom meeting. The board decided Zoom wasn’t a viable option for training.
· Another gentleman offered to train softball umpires for $/person and if MVLL paid for fuel and food. The board declined this option.
· Nancy will speak with UmpireX and ask if the board paid for his time and travel would he attend the SNOA baseball and softball trainings and then provide trainings to MVLL umpires.
· Umpires will be required to wear blue polos, provided by MVLL, and black shorts or pants.
· Kacey motioned, 2nd by Gary to have any new umpires field train during coach pitch games and be paid $/game. Umpires will only be required to do 2-3 games and then can umpire minors games.
Replace mailbox lock and key (Kacey)
Kacey did not check the PO Box during the summer and the renewal was required in August. In order to keep the box, MVLL must pay to have the lock changed and rekeyed. – ALL APPROVED
Background checks (Steve)
Since the district wanted background checks done starting October 1, Steve will resend emails with the link.

Nancy motioned to have John VP of MVLL and Jane strictly the Player Agent – ALL IN FAVOR
The board is to go over the position stated in the bylaws to determine if roles stated are consistent with what they are responsible for.
The Constitution will be updated to reflect new dates for the annual meeting and when the Board of Directors assumes roles and responsibilities for the new season.
The Annual Meeting of Members will be held on the 1st Wednesday of August.
The Board of Directors will be elected the week following the annual meeting.
The Board of Directors will assume new roles effective September 1st.
Marci suggested the league invest in training for umpires. Umpires will be required to attend District training.
Items required by district:
· Red Shirt Waivers for the 2025 season: These waivers will not be accepted until Mid-October. Please DO NOT send anything in until the window for Red Shirt Waivers open.
· Please update the leagues file cabinet on the Data center with the following items:

The financial report must show receipts and payments for the year and the financial status of the league at the close of the fiscal period. NV High School All-Star game: UPDATE
· Southern NV High School All-Star game at Las Vegas Ballpark, May 26th. – email received
· Players will attend the game for free if they are wearing their jersey and participate in the on-field parade and party prior to the start of the game. Tickets will be $10/per person. Once the link is received information will be posted to the league website and Facebook pages.
Umpire Camp: UPDATE

Concession stand concerns addressed
· Changes to the concession stand:
new manager to oversee scheduling of workers and ordering of food.
Managers and Coach concerns:
Sportsmanship behavior addressed: parents need to be held accountable and managers need to remember that if the parents are out of control, the manager can be asked to leave the game along with the parents.
Items for 2025 season:

5 run inning rule:
· Rule is as follows BASEBALL/SOFTBALL: MINORS & ABOVE: 5 runs may be scored per ½ inning with a max of 8 runs. Ball is in play until the pitcher receives the ball or the umpire calls dead ball.
· BASEBALL/SOFTBALL COACH PITCH: a max of 5 runs per ½ inning.
Minors Baseball advancing home:
o Board decision: no advancing home on a passed ball/wild pitch or throw back from catcher to pitcher until ½ way through the season.
o Advancing home will begin on Saturday, April 27th.
Softball advancing home:
· Majors/Juniors: beginning April 15, 2024, will be allowed to advance home a passed ball/wild pitch or error.
NV High School All-Star game: Participating in the Southern NV High School All-Star game at Las Vegas Ballpark, May 26th. – email received & replied to.
Game Changer issues/concerns:
· People not knowing how to use GC
· Teams not using GC
· Home Team needs to log in first before Visitor team
· If there is a Home team that is not willing or unable to use game changer, they can defer to the visiting team to keep the game for league record.
Concessions: food ordering
· Marci worked with *said person* to order food including burgers. Will continue to order candy and other items from Costco.
· Marci requested that she be relieved from her duties as Safety Officer since she has taken back over the concessions. Kacey will take over as Safety officer for the remaining season.
Field Prep: between inter-league games
· *said person* will drag fields in between interleague games on April 6 and May 4. – Motion by Marci, 2nd by Jane – all in favor.
Equipment Connex:
· Motion by Kacey to purchase a new lock & have 4 keys available, 2nd by Sheree – all in favor. 4 keys only issued to listed board members & CCPR.
MVLL banner:
· MVLL banners are torn and need to be replaced. Kacey will design and order new ones from Canva.
Umpires: schedules
·Managers need to understand that umpires can make mistakes and it is a teaching opportunity for the umpires.
·Problematic Coach (Name) was discussed.
Practice field schedule: VOIDED for discussion, was taken care of beforehand.
Opening Ceremonies feedback/suggestions for next year:
· board approved extra costs and fees that were accumulated.

Donations:
·all monetary donations discussed & recorded for accounting purposes.
·Tier system for donations:

o $x+ will receive a large banner 96”x48” to be placed on a fence at the fields
o All banners are only good for 1 season, if any business wants to continue to have their banner up, they will need to make a new donation every season.

Memorial weekend in Mesquite, Vegas dates TBD. This will be for Majors baseball and Majors/Juniors softball divisions.

Umpires: LL rules for warning & ejections, age minimum, behind the plate vs. field & designated game coordinators for underage umpires & in absence of “umpire-in-chief”
· Shirts – Field umpires are to wear MVLL logo t-shirts, home plate to wear Blue Polos, will be ordered by Helene.
· Clinic will be in a few weeks.
· Younger aged umpires will be field umpires, more seasoned and returning umpires will work home plate
· Change in pay: home plate umpire $/game, field umpire $/game, all in favor
Uniqode: need to decide if we will pay the yearly fee to have more detailed survey options available to the league. – This was declined by the board since it was too much money annually when MVLL only needs it for a few months out of the year.
Game Schedules:
· Practice schedules – Jessica will make a new practice schedule sign up request for March 23 and later. This is to ensure all teams have some field time.
Uniforms: still on track to be delivered next week.
Treasurer: - unpaid registrations
- Uniforms will be held until registration payment has been received. We have many outstanding unpaid registration fees.
Equipment: softball is having more equipment delivered.
Bowler Park irrigation schedule:
Big A’s weekend: (player named) and (player named) were given MVLL shirts to wear and were selected to attend.
(Company name) approached Marci and asked to partner with concession stand.

Report from Manager’s meeting 2/19/24:
Email concerns: Teresa made teams base on age and gender. Kris stated all tee ball requests should be honored. Jen stated that the online registration had too many areas to submit requests. This will be modified for next season’s registration. This could have been the reason some requests weren’t honored.
Review of phone numbers and schedules: Next season’s rosters and schedules need to be double checked by another board member to ensure all names and numbers are correct and players aren’t accidently duplicated.
Suggested by Kris to have a “committee” to help with rosters with tee ball and coach pitch.
Uniqode survey fee – discussed survey results: Uniqode offers more detailed surveys. $/month, $year: motion was never made to approve cost.
Interleague play/Softball majors suggestion: dates, locations, team & uniform needs were discussed

Concessions – need to find a replacement for ex-member for ordering.
Marci will order until manager is ready. Discussed delivery & storage options/requests. Named lead concession workers.
Equipment:
Baseball: Discussed broken equipment, storage unit cleaned out & Mason to repurpose old gloves to be donated to any players that need a mitt.
Softball: need chin straps for Easton catcher’s masks. Bat/ball equipment still needed.
Safety Officer: first aid kits for bags, background checks/abuse awareness
Marci will make sure all managers, coaches, team mom and any others, have their background checks by opening day.
Uniforms: will be here by the week of opening day.
Opening day: - banner for GWG: approved to order 116”x58” $155.50 + tax.
Marci proposed to have opening day moved to Friday night, March 22. Board was in favor. Marci will lead the committee in opening day festivities. First pitch will be from a player from the first girls MV softball team.
Treasurer report: given invoices from BSN
Suggestions from end of previous year:
· No stealing home for minors – THIS WAS VOTED BY THE MANAGERS during the manager’s meeting.
· Only 5 runs can be scored in an inning – THIS WILL BE FOR CP AND MINORS TEAMS
· 1 game elimination tournament for minors and have an 8-game schedule.
· Tarps needed for dugout shade
· (Name) to do team pictures on opening day.
· During tournament play, must have an adult umpire behind the plate t-ball did not like having all 8am games. To avoid this, play at OV & LD parks. 45-minute games and no more than 6 games.
· Have a pitchers/catchers clinic prior to opening day.

Refunds: some parents have inquired what refund they would get if their child decided not to play. Board discussed only refunds will be given due to extenuating circumstances, ie: injury. Not just because the child decided not to play.
Big A’s weekend – happening Friday, March 9. MVLL is allowed to request 2 players be sent to the games. Suggested that (girl name) and (boy name) attend. Request was submitted to the A’s. Waiting on response.
Late Registrations
District waiver approval – approved to have any 15-year-old play in juniors division, but they cannot pitch.
