A note to Baseball Coaches and Volunteers; What You Need To Know

State Law Change Affects All Clubs

The Pennsylvania Child Protective Services Law changed effective January 1, 2015.  The change no longer permits organizations like the Monroeville Baseball & Softball Association (MBSA) to conduct background checks through a third party provider.  All background checks must be completed using the provider designated by Pennsylvania as per the requirements of the law.  This is now a centralized system and ALL clearances can be obtained online at the sites listed below. 

Individuals seeking clearances fall into two categories: paid and volunteer.  Each classification has its own set of required clearances.  The following is a guideline of requirements for each category:

Volunteers must provide the following:

  -State Police Criminal Record Check

  -PA Child Abuse History Clearance

 

 Individuals who are paid to oversee children, or have direct contact with children as a condition of their employment must provide the following:

  -State Police Criminal Record Check

  -PA Child Abuse History Clearance

 

Monroeville Baseball Association policy and requirements:

As of July 1, 2015, the Monroeville Baseball & Softball Association (MBA) can no longer use any prior background checks or clearances obtained through the older third-party provider.  ANY clearances obtained prior to July 1, 2015 are thereby EXPIRED.   All Coaches for the MBSA in any league MUST obtain the clearances listed above under the Volunteer category, prior to assuming the coach position.  As of January 6, 2016, the Executive Board of the MBSA has determined that any and all costs associated with a coach obtaining the clearances required for them to assume the Coaching position for an MBSA team will be refunded to them by the MBSA.   All clearances are valid for 60 months.  If you have clearances from your employer or another volunteer organization you may use those since they are now all provided by the same centralized PA sanctioned provider.

Go to this website and follow the directions.  THIS IS FREE TO UNPAID VOLUNTEERS.  Begin where it says “New Record Check” (in the yellow box); (Volunteers only) in red. 

Check the box under the Volunteer Acknowledgment Section and click “ACCEPT.”

Continue on the next page and provide the personal information required under the VOLUNTEER FREE request.  The volunteer organization name is the MONROEVILLE BASEBALL & SOFTBALL ASSOCIATION.  Fill out all the required fields and proceed until you have finished.   Upon completion, the system will provide a certificate saying that no criminal record in Pennsylvania exists.  Please save, print a few copies, and provide the MBA with a copy of that certificate.

2.       PA Child Abuse History Clearance – Child Welfare Portal:

Go to this website and follow the directions.  THIS IS ALSO FREE TO UNPAID VOLUNTEERS.   Start at the Child Welfare Portal and CREATE AN INDIVIDUAL ACCOUNT.   Follow the directions and provide all of the information asked for to include:

Application purpose (Volunteer having contact with children), your personal information, your current address and any PAST addresses and ALL household members you have lived with (current AND IN THE PAST – siblings, parents, spouses etc.). 

When finished, follow the prompts to the end to complete the application.  After a period of time, your clearance will be accessible to you.  You may have to check back to the site at a later time when the clearance is processed.  Keep all the information to access your individual account. When the clearance posts, you will see the “Eclearance ID” and will be able to print a copy for your records and provide a copy to the MBA.
