What parents need to know about all-stars

Little League® Baseball is played in approximately 6,500 communities across more than 80 countries around the world, but regardless of where they are played, each of them share the same core mission. Little League believes in the power of youth baseball and softball to teach life lessons that build stronger individuals and communities. Joined together by one common goal, every local league is part of One Team. One Little League.

Each spring, All-Stars are selected to compete in Little League's International Tournament. The Little League International Tournament is the most widely known youth sports tournament in the world. There are six levels of tournament play in Little League Baseball® with opportunities for players ages 8 to 16. The tournaments start at the District Level (TOC), and teams must win their way to advance through the International Tournament. The 8 to 10-year-old and 9 to 11-year-old tournaments culminate at the state level, while the Little League, Little League Intermediate (50/70) Baseball, Junior League, and Senior League divisions all conclude at a World Series Tournament.

All-Star Teams are the highest form of postseason competition. Players are nominated and then collectively agreed upon during a voting process by the coaches with input from league officers & commissioners. They are invited to play in District competitions that can continue to State Competitions and even the Little League World Series (12U only).

In addition to the official Little League All-Star Tournament, WCWAA has decided to participate in additional Post-Season Tournaments to provide the players & families with multiple opportunities to experience playing competitive baseball in an All-Star environment. 


Player Eligibility

Players are eligible for Tournament Play provided they meet the criteria established by Little League’s “Residency and School Attendance Player Eligibility Requirement.” In all divisions (except Senior Division), any eligible player who has participated in eight (8) regular season REC games by the start of Tournament Play in their respective district is eligible to play. There is no “regular-season games-played” requirement for Senior Division-eligible players to participate in the Little League International Baseball Tournaments. In the other teenage divisions, local leagues have the flexibility to structure their regular season teams to ensure the best experience for their players, while still forming tournament teams in the same or different divisions, as long those teams are comprised of players who meet all residency/school, age, and participation eligibility requirements. Due to illness or injury, the local league Board of Directors or All-Star Commissioner may waive the minimum participation requirement for players to participate in the Little League regular season.

All-star objectives

  • Comply with Little League International rules
  • Create the most competitive teams possible
  • Create teams that will represent the league’s values
  • Provide transparency of the process
  • Be fair to players, parents, and coaches
  • Be consistent in its application across WCWAA Baseball
  • Provide extended baseball opportunities for families interested in participating
  • Consider all nominated players fairly

Player and Parent Commitment

All invited players are expected to take their nomination and commitment seriously. It’s important for parents to be reminded that participating in Tournament Play is a choice, and that while it is a privilege to play, it is also a commitment with added practices and games. Missing a few practices and even a game does not necessarily prevent selection to All-Stars; however, missing an entire week takes an opportunity away from another player who could commit to preparing with the team.

  • All-Star practices begin shortly after regular season play.
  • Tournament play for the 12U All-Stars could extend through August, culminating in play at the International Little League World Series in Williamsport, PA. 
  • 11/10 All-Stars and 10/9 All-Stars play will complete through the end of July in the North Carolina State Championship Tournament.
  • Players and parents must be committed to and available for the entirety of All-Star play.
  • If a player is absent from a material number of practices or games, but remains on the team, their playing time may be reduced in proportion to the missed practices and games.

If you realize that your son or daughter has several conflicts, it may be a wise decision not to accept your child’s tournament selection invite and allow another Little Leaguer® to have the opportunity to share in the experience.  


WCWAA | All-star Process

WCWAA Baseball will attempt to field competitive teams to participate in various post-season Little League tournaments that occur in the months of July & August.

The teams are composed of players from REC teams and divisions that participated in the WCWAA REC Baseball Season. (If you don't play during the REC season, you are not eligible for Little League All-Star's.) 

WCWAA will be fielding a single All-Star team for each age group to participate in the Little League All-Star Tournaments. If the league decides to add a 2nd All-Star team for any of the age groups, the 2nd team roster will be filled out with the next set of elected players who were voted in during the WCWAA baseball All-Star voting process.

For all divisions, Tournament teams will include a minimum of twelve (12), maximum of fourteen (14) players, one manager, and two coaches. For the Senior League division, teams include a minimum of fourteen (14), maximum of sixteen (16) players, one manager, and two coaches.

All Tournament Teams will have a continuous batting order that will include all players on the team affidavit present at the start of the game, to appear in the batting order. Each player is considered a “starter” and required to bat in his/her respective spot in the batting order. A continuous batting order requirement applies for all divisions of tournament play except for the Senior Division. There is no requirement for any tournament player to participate in the game on defense. However, players may be freely entered/re-entered into any defensive position throughout any tournament game regardless of their position in the batting order.

 

All-star Player Criteria

To be considered for All-Star nomination, players will be assessed on the following by their regular season coaches:

  • Player's Performance of play in regular season REC games
  • Player's commitment to practicing and participation in team activities
  • Player's baseball fundamentals, skills, and situational awareness
  • Player’s attitude, competitive spirit, sportsmanship, and teamwork
  • Player's ability to perform & excel during game day situations 

Before a player will be considered and nominated for an All-Star team, the player must satisfy these general requirements:

  • Eligibility & Availability
  • Ability & Performance at the highest level
  • Commitment to their regular season team
  • Be coachable and a good teammate, good attitude during regular season
  • Effort put forth in practice and games

All-star Player Selections

Regular season REC Team Managers will nominate up to five (5) players from their team for All-Star consideration. These five (5) players will be put on the All-Star ballot. All-Star nominees are then voted on by the Team Managers and coaches for the age division they are in, with input provided by the All-Star & League Commissioners.

  • Each Team Manager will vote for 12 players from the combined list of nominees on the ballot. (Team Manager is required to vote for All-Stars.)
  • One designated Coach from each team will vote for 10 players from the combined list of nominees on the ballot. (One designated coach is required to vote for All-Stars) 

The top nine (9) vote getters will receive invites for the All-Star team, with the final five (5) roster spots being determined by the All-Star Team Manager and selection committee. The All-Star Manager will have discretion to select players from the team nominations that he/she feels will best contribute and create a competitive team that represents WCWAA Baseball in post-season tournament play. The All-Star Commissioner, along with the League President, will decide if teams can be formed and finalized from these results or decide if tryouts for any specific All-Star team are necessary.


Team Manager selection process

All-Star managers and coaches are considered ambassadors of WCWAA, and they must have conducted themselves in exemplary fashion, upholding the values of WCWAA both on and off the field during the regular season. The President or All-Star League Commissioner may disqualify a candidate from consideration for conduct deemed unbecoming a representative of WCWAA.

All-Star managers are expected to provide an open dialogue with parents and create a positive playing atmosphere for all players. Managers & coaches who honor and reflect this philosophy will be considered to manage an All-Star team.

All-Star managers & coaches’ main goal will be fielding competitive teams while teaching the players. Managers are expected to make changes from game-to-game to reflect a player's current skill and performance in these fast-paced competitive tournaments.

To be considered for an All-Star Team Manager, you must coach in the current spring REC regular season. Any candidate who currently manages a team in the WCWAA REC spring season will get first consideration over an assistant coach. Team Managers or coaches do not have to have a child on the All-Star team to be eligible, but preference will be given to those who have players on the team. Any manager & coach interested in managing an All-Star team must complete an online form indicating their availability and commitment to coach before May 1st of the current tournament year. The qualifying applicants will be reviewed & selected by the All-Star & League Commissioners with final approval provided by the WCWAA League President. LL Diamond Training will be required of all coaches.


2025 All-star Tournaments

Little League Tournament of Champions (TOC's)

The District TOC's (Baseball; ages 7-12) are considered “special games” tournaments for our local district only with no advancement. Typically, the tournament consists of 3-4 pool-play games followed by a single elimination championship bracket for the top four teams. Game schedules and locations are set by district officials. Weekend games are scheduled throughout the day and into the evening. Weekday games are scheduled in the evening (6 pm and 8 pm start times).
