COVID-19 Safety Parameters

The top priority is player safety.  Until further notice, our organization and the people who participate or attend in any fashion must follow the guidelines in the document linked here: OPBA COVID-19 Safety Instructions and Guidelines

All participants in Oz Park Baseball or Softball for 2020 must complete and return the 2020 Required Waiver to [email protected]

The following is a list of the official 2020 OPBA Rules of Play.  Please download and familiarize yourself with the Rules of Play for your age division.

BASEBALL RULES OF PLAY

PLAYOFF 2020 AMENDMENTS TO THE RULES POSTED BELOW:

The following are amendments to the rules posted in the links below.  If the rule is not specifically modified below, then it stays as is for the playoffs.

Time-Limits:

It is our goal to have all the playoff games settled on the field.  We are removing the regular season hard-stop and moving towards no new innings after a time limit and the game will be played to conclusion at that point.  

 

14U = No new innings after 95 minutes

12u = No new innings after 95 minutes

10U = No new innings after 90 minutes*

9U = No new innings after 80 minutes

8U = No new innings after 80 minutes

*This is 5 minutes shorter than the regular season. 

 

A new inning officially begins at the conclusion of the 3rd out being record in the bottom of an inning.    Umpires should announce the official start time of a game to both coaches.  Official start time should be based on when the home team takes the field at the start of the 1st inning of a game.   Teams should be prepared to have games start 15 minutes early should the game before them end early. 

 

Extra Innings:

All games that are tied at the conclusion of 6 innings or after the home team has batted after no new innings was called will move to extra innings.  Extra innings will be played with “California Rules”.  The last batted out from the previous inning is placed on second base with one out.  Every batter inherits a 1-1 count.  

 

Run Limit: 

The 6 run per inning limit is in effect for all innings but the sixth inning.   Should a game end in the 5th inning due to when no new innings are called, the run cap is not removed.  The 6-run-per-inning limit shall be lifted for the sixth inning of each game; however, the visiting team’s half of the sixth inning ends should they lead by a maximum of 16 runs. The 17th run will not count. 

 

Call-Ups:

All Star players can NOT be called up or called over (same division) as an additional player under circumstance. 

 

PITCHING RESTRICTIONS:

All pitching limits reset for the beginning of playoffs.  

Pitching limits for consecutive days remain the same as noted in the rules that are accessed below.

14U = 3 Innings per game and a maximum of 6 innings in a week.  All limits reset for the championship round.

12u = 2 innings per game and a maximum of 5 innings in a week. (Again, if you pitch 2 innings one day, you cannot pitch the next day.)  All limits resist for the championship round. 

10U =  2 innings per game and a maximum of 5 innings in a week.  

9U =  2 innings per game and a maximum of 5 innings in a week.  No player who pitches 2 innings in a game shall pitch the following day. 

8U =  2 innings per game and a maximum of 5 innings in a week.  No player who pitches 2 innings in a game shall pitch the following day. 

 

12U  Concept of a “Wall/No-wall” during a steal:

A wall does not exist for base runners that are stealing except in three instances.  1) When a runner starts on 3rd base they can not straight steal home/steal home on a wild pitch/passed ball; 2) When runners are at 1st and 3rd and the catcher makes a throw to second base in an attempt to catch the runner from 1st base stealing second base.  The runner on 3rd cannot steal home; and (3) with runners on 3rd and either 1st or 2nd and the catcher attempts to pickoff a runner (pitchers cannot because of no lead offs). The runner on 3rd cannot go home.

 

A runner is able to score in the following scenarios without being batted in:

  1. Runner starts on 3rd base and the catcher makes a play on the runner after a pitch.  At that time the runner may advance home at their own risk. 
  2. Runner starts on 2nd base and attempts to steal 3rd base.  The runner may advance from 3rd base to home at their own risk.  
  3. Runners start on 1st base and 2nd base and attempt a double steal to 2nd base and 3rd base respectively.   Catcher makes a play on either runner.  The runners may advance to home at their own risk.

In all instances the catcher pitcher exchange is a dead ball and players can not advance or execute a delayed steal. 

8U Defensive Positioning:

All outfields must begin each pitch with both feet on the outfield grass. No player should be kept in the outfield all game. Players may NOT play consecutive  innings in the outfield.
