BASKETBALL RULES

The Boys & Girls Clubs of Huntington Valley Basketball programs, consists of:

●      Division 1 (ages 6-7):  played on 8’6” baskets & does not keep score/no playoffs

●      Division 2 (ages 8-9):  played on 10’ baskets & keeps score + playoffs

●      Division 3 (ages 10-11):  played on 10’ baskets & keeps score + playoffs

●      Division 4 (ages 12-13):  played on 10’ baskets & keeps score + playoffs

●      Division 5 (ages 14-16):  played on 10’ baskets & keeps score + playoffs

 

1.   Official Rules:

      A.  CIF rules shall be the official rules for all games, unless modified as outlined by BGCHV rules.

      B.  The Boys and Girls Coaches Code of Conduct will be strictly adhered to at all times.

      C.  Additional BGCHV rule modifications are as follows:

 

2.   Uniforms:

      A.  Players standard uniform shall consist of the current BGCHV issued game jersey, and black shorts at all games.

      B.  No shorts should be worn that require the use of a belt.

      C.  Jerseys must be tucked in shorts during the entire game.

 

3.   Game timing rules:

      A.  Division 1 - Two fifteen minute halves – running clock. Clock stops each half at the 10-minute mark and 5-minute mark for mandatory substitutions.

      B.  Division 2-5 - Two eighteen minute halves – running clock. Clock stops each half at the 13-minute mark and 8-minute mark for mandatory substitutions.

      C.  Stopped clock for the last three minutes of the game, if the score is within single digits. The clock will continue to run with a 10-point lead. There will be no stop clock for Division 1.

      D.  Half time is two minutes.

      E.   Time-outs: two time-outs per team in the first half, three time-outs allowed during second half. Unused time-outs do not carryover.

      F.   Overtime:

            1.   A jump ball shall start each over-time period.

            2.   First overtime period is three minutes. The clock will stop on dead balls for all overtime periods.

            3.   Second overtime period is sudden death.

            4.   One time-out allowed per team for first overtime period only.

 

4.   Player participation and substitution:

      A.  The game will be divided into three periods per half. The games will be stopped for substitutions at the tenth minute and fifth minute mark of each half (Division 1) & thirteen minute and eighth minute mark of each half (Division 2-5). Substitutions ARE NOT TIMEOUTS! At substitution points, coaches and teams have 15 seconds to send their players to the scorekeepers table. If more than 15 seconds elapses for a team to properly line up, a time-out will be assessed to that infringing team. If the infringing team has no time-outs remaining, a technical foul may be issued by the scorekeeper, at the discretion of the BGCHV staff.

      B.  No substitutions can be made during play, except for injury, illness or disqualification.  Players exiting the game due to injury may return to the game as soon as they feel able.  If the officials or staff has reason to believe an injury may be faked, substitutions can be denied.

      C. Playing Time Requirements: Each player in attendance for the entire game will play a minimum of 3 periods and a maximum of 5 periods. Every player must sit out at least one full period, except when there are five or fewer players in attendance. 

      D.  At the beginning of each substitution period, every player on the bench from the previous substitution period, must enter into the game. Therefore, a player may not sit out two consecutive periods - unless cleared through the scorer’s table. All players must play three full six-minute periods. There are no exceptions!

      E.   Substitution rules for late-arriving players: for players that arrive after the start of the game, the following rules apply:

1.     Arrives in 1st period - for players arriving during the 1st period, the minimum 3-period playing time rules and all normal substitution rules for the game still apply.

2.     Arrives in 2nd period - for players arriving during the 2nd period, a minimum 2-period playing time rule applies, and players must play 1 period in each half. **Players must still not sit out two consecutive periods.

3.     Arrives in 3rd period - for players arriving during or after the 3rd period, a minimum 1-period playing time rule applies. **Players must still not sit out two consecutive periods.

      F.   Free substitution (Division 2-5) can only occur during the last three minutes of each half: subs entering during “free sub” time (only the last three minutes of the each half) must check in at the scorer’s table, and are inserted at the referee’s discretion at a dead ball. A maximum of thirty (30) seconds will be allowed for each substitution to occur. Violation of this rule will result first in a “warning”, followed by a technical foul.

 

5.   Zone Defense/Man Defense:

      A.  Teams may play a zone or man defense at any time during the game.

     

6.   Press:

A.    Full-court press:

            Division 2, 3:  No full-court press is allowed until the last three minutes of the game. Violations of this rule will result in one warning per half - the second warning will result in a technical foul.

Division 4, 5: No full-court press is allowed until the last eight minutes of the game.

Violations of this rule will result in one warning per half - the second warning will result

in a technical foul.

            1.   Division 2-5: Any team with a 15-point advantage will not be allowed to full-court press.

            2.   Division 2-5: During periods with no full-court press allowed: once the defensive team has secured possession of the ball, the offensive team must retreat on defense and not press/touch the ball until the ball has passed half-court

      B.  Half-court press is legal anytime, until a team has a 20-point advantage:

            Division 2: Once a team has a 20-point advantage, they must position all defenders below the free throw line arch. This limitation will stay in effect, until the advantage is reduced to 15 points.

            Division 3, 4: Once a team has a 20-point advantage, they must position all defenders below the 3-point line. This limitation will stay in effect, until the advantage is reduced to 15 points.

            

7.   Coach responsibilities and conduct:

      A.  A coach may stand in front of his/her bench to coach his/her team only during breaks in the play - coaches may not stand during play. Coaches must remain sitting on the bench, and behind the boundary lines at all times during play. Violation of these rules will result in either a warning or a technical foul (depending on the circumstances). A coach may never pass the half-court line or approach the scorer’s table (unless instructed to do so). This rule is not applicable to Basketball Division 1.

      B.  A coach may not step onto the floor for any reason during the game, unless given permission from the referee or club staff.  First violation of this rule will result in a warning or technical foul (depending on the circumstances). Second violation will result in ejection from the facility.

      C.  When a head or assistant coach is ejected from a game, he or she is disqualified from participating in the remainder of the game and is also ineligible for the team’s next game. If the next scheduled game is forfeited, postponed, or canceled, the coach will be ineligible for the next game that is played. A second ejection will cause suspension for the remainder of the season and disqualification from volunteering at the Boys and Girls Clubs of Huntington Valley. A coach who was ejected from the previous game who, knowingly or unknowingly, participates in or is in attendance at the next contest, will result in their team's forfeiture of every contest until the suspension is completely served.

      D.  Only a coach or players on the court can call time-out.

      E.   The coach(es) will be responsible for the sportsmanship of his/her players.

      F.   The coach(es) will be responsible for his/her team’s fans/parents (If there are any problems with a fan you will be asked to have them leave the gym or game will be forfeited.)

      G.  Coaches must act in a responsible sportsmanlike manner at all times.

      H.  No more than two coaches and the players are allowed on the bench.

 

8.   Free Throws:

      A.  Division I will shoot from the marked area on the court (Goalie’s box at F.V., red free throw line at H.B.)

      B.  Division II will shoot from the first hash mark.

      C.  Division III, IV, and V will shoot from the free throw line.

      D.  Bonus (one and one) on the seventh team foul, double bonus (two free throws) on the tenth team foul per half.

 

9.   Ball Size:

      A.  Division I will use 27 inch ball.

      B.  Division II and III will use 28.5 inch ball.

      C.  Division IV and V will use 29.5 inch ball.

 

10. Fouls:

      A.  Five fouls per player for disqualification.

      B.  Two technical fouls for disqualification. (2 shots and the ball).   

      C.  Technical fouls count as one personal foul and a team foul.

 

11. Scoreboard Rule:

      A.  Any team with 30 or more point advantage will have their score frozen on the scoreboard and the score will no longer increase until the opposing team is within 20 points.

      B. Win with character, lose with dignity. Know when victory is secured; do not embarrass an opponent who is already beaten by continuing to score. Always treat your opponent with empathy and respect.

 

12. Game time:

      A.  Game time is tip-off time.  If the prior game(s) are running late, teams will be given 5 minutes to warm up and fill out line-up cards.  Forfeit time is 10 minutes after scheduled game time.

            1.   Four players are required for a team to play a legal game.  If one team has four players the opposing coach can decide to play 4 or 5 players - they are not required to play less than 5.  If a player, on a four man team fouls out, or is injured, the team can continue to play with 3.  If a team is reduced to 2 players the game is forfeited.

 

13. Playoff Eligibility:

      A.  Any players who are registered and is in the roster since Game 3 is eligible to play in the playoff regardless of the number of games played in the regular season.

      B. Tie breakers will be as follows: Total Season Point (Wins, losses, ties), Total Wins, Head to Head Competitions, Goals/Points Differentials, Coin Toss.
