FRYB Recreation Basketball Rules
Organized Summary for Coaches and Officials
General Rules
- Team play, sportsmanship, and fundamentals should be stressed at all times.
- Games start with a jump ball; alternating possession begins the second half.
- Games: 4 × 10-minute running quarters; clock stops for fouls, injuries, timeouts, substitutions, and last 2 minutes.
- Official scorebook and game clock operated by adults from opposing teams.

Game Structure
- Basket height: 10 feet.
- Ball size: 28.5” for most divisions; 29.5” for boys’ 7th/8th and High School.
- One 3-minute overtime if needed; free substitutions allowed in OT.
- Timeouts: 2 per half (45 sec each); 1 in OT.

Defense & Pressing
- 3rd/4th: Mandatory man-to-man defense; no pressing.

Fast Breaks & Scoring
- 3rd/4th: No fast breaks; all field goals = 2 points.
- 5th and above: Fast breaks allowed; normal scoring.

Fouls & Free Throws
- 5th and above: Player fouls out after 5 personal fouls.
- Foul line: 12 ft for 3rd/4th; 15 ft for others (landing rules vary).

Awarded 2 free throws. Team fouls not personal are erased at the half.

Substitution & Playing Time
- Subs only at the 5-min mark and start of quarters.
- Minimum play: 4 full 5-min periods per player.
- Rotation system enforced; no player sits two consecutive periods in a half.

Technical Fouls & Discipline
- 2 technicals = ejection + suspension; 3 = removal from team/program.
- Bench technicals apply for unruly parents after warning.
- All technical fouls reviewed by Recreation Directors.

Game Recommendations
- Review scorebook at halftime.
- Prevent running up the score; emphasize sportsmanship.
- Coaches responsible for cleanup and securing equipment after games.
- Winning coach reports the final score by Monday following the game.
